Updated gaim popup plugin

The plugin API changed — though not too substantially; just enough to be annoying — somewhere between gaim 0.91 and 0.94. I finally got around to updating my plugin tonight.
Somewhere between 0.91 and 0.92 the gaim developers changed the meaning of the event_buddy_signon event. As a result, my plugin displayed the "user has signed on" message twice (once when the user signed in, and again about ten seconds later when gaim changes the user's status from the "signing in" icon to the "online" icon). That was annoying too.
The previous version is still there.
