Hello, can you help me please?

Please forgive me emailing you like this but I really do need your help. I am tired of having to pay for my internet connection and would be very grateful if you could help me out by donating a small amount (say 10 dollars?) so that I do not have to pay the full cost myself.

I can't figure out if this is stupidity, a smaller-scale version of some better known scam, or something else.
